To be able to access Public Employment it is necessary to overcome the different selective tests or oppositions.
To be able to present themselves for these tests, the application for registration must be completed and submitted, among other possible records, through the Telematic Registry of the Ministry of Finance and Public Function or in the Registry of the National Institute of Public Administration (INAP) or in the Registries of Delegations and Subdelegations of the Government.
The application model is the so-called “model 790”. This can be obtained free of charge on the website of the Ministry of Finance and Public Service and in the INAP.
The deadline for submitting the application will be 20 calendar days from the day following the date of publication of the call in the Official State Gazette.
Each call for applications provides specific instructions for completing each of the fields provided in the application form.
Candidates will be able to pay the fee telematically without having to go to the bank through the telematic process provided in section 2.6.
In addition, they will be able to pay at any bank or savings bank or credit union of which they act as collaborating entities in the tax collection. In this case, it should be noted that the corresponding entry of the fee has been made in the application form through validation of the collaborating entity (bank or box) in which the entry is made, through mechanical certification, or otherwise, seal and authorized signature. They must verify that the application clearly shows the mechanical certification or seal and signature that show that the fee has been paid.
For applications signed abroad, an entry must be made into account 0182-2370-49-0200203962 (Iban code: ES06, code Bic: BBVAESMMXXX) of the Banco Bilbao Vizcaya Argentaria in the name of the “Public Treasury. Ministry of the Presidency. Rights of Examination.”
In general, the fee for examination fees does have to be paid. They are exempt from the payment of this fee:
a) Persons with a degree of disability equal to or greater than 33%, and must accompany the certified application that proves such condition.
b) Persons who appear as job seekers during the term of at least one month prior to the date of the call. To do this, they will have to prove this circumstance through two documents:
- This circumstance will be accredited through a certification issued by the office of the State Public Employment Service. In addition, it will also be necessary that during this period they have not rejected an offer of suitable employment or have refused to participate, except for justified reasons, in actions of promotion, training or professional reconversion.
- and also that they do not have higher incomes, in monthly calculation, than the Interprofessional Minimum Wage. This circumstance will be proven through an affidavit in which it is affirmed that no income is received higher than the Interprofessional Minimum Wage.
c) Large families under the terms of art. 12.1.c. Law 40/2003, on the Protection of the Large Family.
-100% family members of the special category.
-50% Family members of the general category.
To do this, they must provide the updated title.
Finally, having paid the fee, the examination fees shall be refunded in cases of exclusion that are not attributable to the applicant.
To do this, you must send the CPS a letter requesting the refund of the fee along with the documentation that justifies the improper payment.
- Las solicitudes se podrán presentar, de manera telemática, a través del Registro Telemático. The filing of the application by this means will also entail the telematic payment of the fee for examination rights.
- It may also be presented, among others, in the places indicated below:
a) In the Registry of the National Institute of Public Administration (C/ Atocha, 106, 28012 Madrid)
(b) In the Government Registers of Delegations and Subdelegations.
In general, you only have to submit the application form duly completed and with the payment of the fee previously made. The certificates of the qualifications and other documentation required in the call will be delivered once the selective process has been passed.
However, those who are exempt from paying the fee for the examination fees must justify the exemption with the required documentation. Specifically,
- In the case of job seekers:
a) INEM certificate certifying the status of unemployed.
(b) An affidavit stating that no income is received in excess of the Minimum Interprofessional Wage.
- In the case of persons with disabilities who access the reserve quota for persons with disabilities:
(a) Certificate of proof of disability.
(b) If he requests adaptation of time and means, in the case of disability, he must attach an optional technical opinion issued by the Technical Assessment Body which determined the degree of disability.
Within the Administration there are different types of employees with different conditions: Career Officer, Labor Officer, Interim Officer, Managerial Staff and Contingent Personnel.
Anyone who meets the following conditions can participate in the selective process to work in the Administration:
NATIONALITY
Be Spanish.
Be a national of one of the member states of the European Union.
Be a national of a state to which the freedom of movement of workers applies.
Regardless of their nationality, the spouse of Spaniards and nationals of any of the Member States of the European Union, and where provided for in the relevant Treaty, the spouse of nationals of any State in which the freedom of movement of workers applies, provided that they are not legally separated.
Likewise, and under the same conditions as the spouses, the descendants and those of their spouse, under twenty-one years of age or older who live at their expense, may participate.
In addition, applicants who are not Spanish must prove that they are not subject to a disciplinary sanction or criminal conviction that prevents, in their State, access to the public service.
AGE
Be 16 years old and not have reached the retirement age (65 years old).
DEGREE
The qualification required in the bases of each of the calls for proposals of the different selective processes must be possessed.
The qualification required in each selective process is conditioned by the Body or Scale to which you want to oppose.
CAPACITY
Not suffer from disease or be affected by physical or mental limitation incompatible with the performance of the corresponding functions.
This requirement is not to the detriment of disabled persons, as the Government has planned numerous measures to facilitate access for persons with disabilities.
HABILITATION
Not to have been separated, through disciplinary proceedings, from the service of any of the Public Administrations.
Not to be disqualified from performing public functions.
Do not belong to the same Body or Scale to whose selective tests are presented.
ACCESS TO PERSONS WITH DISABILITIES
The Public Authorities have planned various measures to facilitate access for people with disabilities. In this sense, Royal Decree 2271/2004, which regulates access to public employment and the provision of jobs for people with disabilities, provides, among others, the reservation of a quota of no less than 5% of vacancies to be filled among people with disabilities, the adaptation of time and/or means for carrying out the tests in such a way as to ensure that they participate under conditions of equality. It has also provided for the possibility of altering the order of priority for the choice of seats in certain cases or the necessary adaptation of the position awarded to it.
The Public Employment Offer for the year 2009 has incorporated for the first time the reservation of a 7% quota of places to be covered by people with disabilities, of which 2% corresponds to places reserved for people with intellectual disabilities.
Order PRE/1822/2006 of 9 June, which establishes general criteria for the adaptation of additional times in the selective processes for access to public employment of people with disabilities, has been approved with regard to the adaptation of time for the performance of the selective tests.
Check box 22 and indicate in box 21 the degree of handicap (which must be equal to or greater than 33%).
It is not necessary to provide the handicap certificate, it will be delivered once the selective process has been passed. Only in the case of requesting the exemption of fees or an adaptation of time and/or means, you must provide additional documentation.
If, as a result of the disability, he/she has particular difficulties in carrying out the screening tests, he/she may request the appropriate adjustments of time and/or means by expressing this in box 23. In addition, in order for the Permanent Selection Committee to be able to resolve objectively the request made, an optional technical opinion issued by the Technical Assessment Body that determined the degree of handicap should be attached.
ACCESS BY INTERNAL PROMOTION
The internal promotion consists in the promotion from Bodies or Scales of one Degree Group to another of the immediate superior or in the access to Bodies or Scales of the same Degree Group.
To participate in internal promotion tests, officials must be at least two years old in the Corps or Scale to which they belong on the day of the end of the deadline for the submission of applications for participation and have the qualification and the rest of the requirements established in a general way for access to the Corps or Scale in which they aspire to enter.
A certification issued by the personnel services of the Ministries or Agencies where they provide or have provided their services, according to the model contained in the corresponding annex.

The PSC will publish a provisional valuation of the merits at the tender stage at:
(a) Headquarters of the Permanent Selection Commission (National Institute of Public Administration, C/ Atocha, 106).
b) On the website of the Ministry of Finance and Public Service through the registration service in selective processes.
c) Through the INAP website.
d) Place or places of celebration of the exercise.
Once the provisional valuation is published, a period of 10 working days is open to make the claims and submit the documentation that you believe appropriate.
At the end of this period, the PSC shall publish the relationship with the final evaluation of the tender phase.
You must submit the application (model 790) in time and pay the corresponding fee, not being necessary to present any justification of having passed the exam in the previous call. Likewise, you must present the certificate of merit to assess the phase of the contest, once the resolution of approvals has been published, within the period indicated in that resolution.
Within the Administration there are different types of employees with different conditions: Career Officer, Labor Officer, Interim Officer, Managerial Staff and Contingent Personnel.
They are civil servants who have overcome a selective process of opposition, have an appointment in which this status is recognized and work for the Public Administration providing functions that involve direct or indirect participation in the exercise of public powers or in the safeguarding of the general interests of the State and Public Administrations. They maintain a statutory relationship with the Administration and their relationship is governed by administrative law.
The Bodies and Scales of officials are attached to the following groups according to the qualification required for access:
- Group A, divided into two Subgroups A1 and A2: For access to the bodies or scales of this Group it will be required to be in possession of the university degree of Degree. In those cases in which the law requires another university degree, this will be taken into account.
- Group B: For access to the bodies or scales of Group B it will be required to be in possession of the title of Superior Technician.
- Group C: Divided into two subgroups, C1 and C2, according to the degree required for admission, being C1 for the baccalaureate or technical degree and C2 for the graduate degree in Compulsory Secondary Education.
They are those people who provide services of a transitory nature. They are governed by administrative law and occupy positions reserved for career officers.
Temporary staff occupy positions that must be definitively filled by career staff or replace staff who have the right to reserve their place and place of employment. They can also be those who are engaged in strictly temporary programs or for urgent situations.
It is labor personnel who, under an employment contract, in any of the modalities of hiring personnel provided for in the labor legislation, provides services paid by the Public Administrations. Depending on the duration of the contract, it may be fixed, indefinite or temporary.
Son aquellos empleados públicos que se nombran libremente en régimen no permanente. They occupy a place of work considered to be of trust or of advice not reserved to officials.
In the case of the selective processes managed by the Ministry of Finance and Public Service, general information can be accessed, such as the publication of calls for applications, approval of lists of admitted and excluded, date of the exams, declaration of persons who pass the exercises, etc. through the page of calls for selective processes of the Ministry of Finance and Public Service and INAP.
In addition, the administrative information service can be subscribed free of charge through messages to mobile phone numbers or email addresses on the status of processing of selective processes, provided on the website of the Ministry of Finance and Public Function. In any case, the aforementioned service will have no legal effects, without being able to replace the means of notification and publicity provided in the bases of the call.

Once the deadline for submitting applications has passed, there is a maximum period of one month to issue a resolution that will be published in the BOE and in which it will be indicated:
The list of excluded applicants.
The places where the lists of provisional admitted applicants are exposed to the public.
Deadline for submitting claims.
Date and time of beginning of the first exercise of the opposition.
In any case, the Permanent Selection Commission recommends verifying not only the list of excluded persons, but also the list of provisional admitted persons, in order to verify the effective inclusion in the corresponding process.
This information will also be published on the websites of the Ministry of Finance and Public Service and INAP.
There is a period of 10 working days to correct the defect. A letter will be sent to the CPS to which will be accompanied the documents that prove the correct presentation of the application, as well as the rest of the documentation that justifies the absence of causes of exclusion or corrects the error. Once this period has elapsed, the final lists will be displayed again in the same places as the initial relationships.
In the resolution that publishes the list of admitted and excluded, the date of the first year, the date of the rest of the years, will be indicated with the resolution of approved of the previous year.
The CPS will publish the relationships of opponents who pass each exercise in:

20 calendar days from the publication in the BOE of the resolution with the definitive list of candidates who have passed the opposition phase or the contest-opposition.
Once the list of approved candidates has been published and the documentation presented, how does the procedure continue?
If the call has established a period of practice or selective course, the appointment of officials in practice will be made to the candidates proposed by Resolution of the Secretary of State for Public Administrations.
If there is no period of internship or selective course or it has ended, the offer of destinations will be made to the applicants who have passed the selective process, in accordance with the provisions of the corresponding Public Employment Offer.
By Resolution of the Secretary of State for Public Administrations, the destinations are offered to the approved applicants, establishing a deadline to be able to request them.
This Resolution may be published in the Official State Gazette and, in any case, on the website of the Ministry of Finance and Public Service.
To make such an offer, account will be taken of the provisions of the Public Employment Offer, which as an instrument of human resources planning defines the priorities of the Departments and of the Government ' s priority public policies.
It will be carried out according to the destination request, according to the total score obtained, except for the provision of article 9 of Royal Decree 2271/2004, of 3 December, which regulates access to public employment and the provision of jobs for people with disabilities.
Once the award has been made, by Resolution of the Secretary of State for the Civil Service, career officers will be appointed.
This appointment will be published, in any case, in the Official State Gazette and will establish the deadline for taking office.
It may also be published on the website of the Ministry of Finance and Public Service and the National Institute of Public Administration.
Once the appointment has been published in the Official Gazette of the State, the career officials must take possession of the position awarded, within the period established and in the places indicated in that appointment, and the act of compliance with the constitution and, where appropriate, the corresponding Statute of Autonomy, and the rest of the legal system, will be performed at that time.
In accordance with article 78.2 of Royal Decree 364/1995, of 10 March, applicants who have participated in the internal promotion period may be assigned to the Ministry or Agency in which they were assigned, either in the same position they occupy or in another vacancy with a budget and which is in the same municipality in which they have their final position. This is subject to the consent of the interested party, to the proposal of the Ministry or Agency in which the official was assigned and to the authorization of the Ministry of Finance and Public Service.
If you chose to remain in the workplace or if a vacancy were accepted, you would be excluded from the destination offer.
The Directorate-General of the Civil Service requests the ministries or agencies for which the approved candidates are assigned to give their opinion on the matter. The Ministry or Agency is responsible for contacting the approved personnel and giving them one option or another, if they consider it appropriate for their organization.
Once the applicant ' s stay in the post or vacancy has been accepted, the Ministry and Agency shall send it to the Directorate-General of the Civil Service, which shall draw up a corresponding list of destinations for applicants who have no case or other.
From that moment, the rest of the procedure follows the same procedures explained above.
