As we have seen, we currently have 3 Electronic Records in the General Administration of the State:
The ERW maintains the objective of facilitating the exercise of the right of citizens to interact with Public Administrations.
The OER facilitates the exercise of the right of representation of the interested persons to interact with the Public Administrations. To this end, the Ministerial Order provides it with a framework of requirements and functioning as well as models of authority for use within the General Administration of the State and the public bodies and entities of public law that are members of the registry.
The RFH aims to facilitate the exercise of the rights of assistance to those not obliged to relate electronically with the Public Administrations. Its Ministerial Order provides it with a framework that establishes the operation of the registry that will include the personnel who can perform identification and signature work on behalf of the interested persons as well as issue authentic copies.
Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, provides for the creation of the Electronic Registry of Takeovers (REA), the Registry of Qualified Officials (RFH) and the General Electronic Registry (REG), subsequently regulated in the Regulation of action and operation of the Public Sector by electronic means, approved by Royal Decree 203/2021, of 30 March.
In order to develop them, three Ministerial Orders were published by the General Directorate of Public Governance (DGGP) and the General Secretariat of Digital Administration (SGAD) in December 2021, being co-proposers the Ministry of Finance and Public Function and the Ministry of Economic Affairs and Digital Transformation. The Ministerial Orders of the electronic registries represent a strengthening of the relations of the citizens with the Public Administrations, which translates into an improvement of the public services.
The creation of these Registries represents an improvement in the institutional image of the Public Administration, immersed in a continuous process of modernization, thus reinforcing the right to rapid, effective and efficient access to public services through electronic means.
