This decision is adopted by the administrative body competent in those proceedings initiated at the request of the interested party and that for reasons attributable to it the proceedings have been paralysed for a longer time than legally established, in this case reaching the file and its notification to the interested party.

This resolution is adopted by the competent administrative body in those procedures that have been initiated ex officio and in which no express resolution has been issued within the maximum period for resolving and notifying. This resolution only applies to those cases of proceedings initiated ex officio and which are likely to produce adverse effects or liens.

The resolution is the administrative document that includes the decisions of the competent body that puts an end to a procedure, resolving all the issues raised in it.

This agreement is adopted by the competent administrative body, either ex officio or at the request of the interested party, in those procedures in which the execution of the resolution could cause damages of impossible or difficult repair for which the necessary precautionary measures can be adopted to ensure the protection of the public interest and the effectiveness of the resolution.
